The definition of Rhetra is "Law" or "Maxim."
Aegis Kopsidas is the lawgiver of the Kingdom of Aegialia.
With the consent of the people, Aegis Kopsidas will introduce the Rhetra for the Kingdom of Aegialia.
"Pelasgian" was the name of the land below the Acropolis; therefore, Athens' city will revert to Pelasgian.
Europe will revert to its original name, Aegialia.
The people of Europe will have to withdraw their consent if they want to end the Semitic Empire's control over them and redirect their approval to Kopsidas of Aegialia.
The Semitic Empire is swindling by deception land and natural resources belonging to the people.
Imposed on the people is a rampaging unsustainable and unpayable debt along with excessive taxation.
Each time the people elect a parliament, they are consenting to be taxed.
After the citizenry have withdrawn their consent and have resigned from the European Corporation, i.e., the current EU (European Union), the people will peaceably move from the European Corporation under a Semitic Empire to a legitimate Monarchy free from Semitic influence and deception. Kopsidas will reign as the legitimate Aegis of the Kingdom of Aegialia, exercising unlimited political power over the Aegialia and its people. The autocratic powers of Kopsidas will be temporary. After this, Kopsidas will recreate the conditions for the Rhetra. The Kingdom of Aegialia will then move from an Absolute Monarchy to the Rhetra and a new Union (see diagram below).
Under Divine Law, Inherent Natural Law, Ecclesiastical Law, and the Laws of the Land, Kopsidas will render all contracts between European citizens, the current European Corporation, and the illegitimate, Semitic Empire null and void. (See Seisachtheia and Kopsidas pages)

Politeia is a natural phenomenon. The Politeia is a partnership of men, women, and citizens. It refers to the institutions and laws of the land. It is a composite thing which is made up of many parts and has a collection of citizens. Rhetra defines the powers of the various groups and individuals living and interacting with the sovereign city-state within the Kingdom of Aegialia. The Kingdom of Aegialia is the kingdom of God (βασιλεία τοῦ θεοῦ). The whole order of social and political relationships in a polis. It includes 'the inherent natural liberties of men and women to a 'form of assembly, sovereign institutions and their sovereign divine posts under the jurisdiction of Divine, Ecclesiastical, and Natural Law. Full, free citizens of the politeia vote and rule as a whole in the interests of all free citizens, as opposed to democratia (democracy) in which the consent of the governed (legal citizens) act and legislate in their interests, under positive laws.
Such being the manner of their birth and of their education, the ancestors of these men framed for themselves and lived under a civic polity which is right for us briefly to describe. For a polity is a thing that nurtures men, good men when it is noble, bad men when it is base. It is necessary, , then, to demonstrate that the polity wherein our forefathers were nurtured was a noble one, such as caused goodness not only in them but also in their descendants of the present age, amongst we number these men who are fallen. For it is the same polity which existed then and exists now, under which polity we we are living now and have been living ever since that age with hardely a break. One man calls it “democracy,” another man, according to his fancy, gives it some other name; but it is, in very truth an “aristocracy” backed by popular approbation. Who were the Citizens in Ancient Athena?
Those whose free parents were born in ancient Athena were free citizens of the Athenian politeia. The males became citizens after finishing their military service at age 20, and could vote.
The females could not participate in Athenian democracy.
Slaves were the people who were owned by the free citizens of Athena or the city-state. Many were those who were taken prisoners, while their city-state was under attack by the Athenians. Slaves could never become free citizens of the Athenian politeia.
A monarch could govern the Athenian politeia, even an aristocracy, i.e., free citizens, but never slaves. Democracy is a system where the free citizens of the politeia created the laws.
Metics were those who lived in the city of Athena but were born outside of the city-state. Males and Females could not own land nor become a citizen of the politeia.
What does "citizen" mean in the current European Union?
A European citizen is a natural person who acts through a legal title, i.e., their name. When a natural person acts through a legal title, i.e., their name, the person moves their jurisdiction to Positive law. The European Union corporation recognizes a person by their title. When a person acts through a legal title, i.e., their legal name, the regime, i.e., the current European Union, does not recognize the natural person as a natural person with Inherent Liberties but rather the legal entity with legal rights.
A European citizen is an employee of the current European Corporation known as the European Union.
Citizens are entitled to all the legal rights and privileges granted by a corporation under the Semitic Empire, i.e., the illegitimate Semitic Empire. A citizen is obligated to obey statutory (Positive laws) of the corporation and is required to fulfill duties as called upon.
Corporations go by the same name as a country, for example, the country Greece, the corporation GREECE. The country Italy, the corporation ITALY. The country Germany, the corporation GERMANY, etc. The country Greece has a corporation that goes by the same title and operates within defined borders and jurisdiction. A Greek citizen, i.e., the employee of the corporation GREECE, pays taxes to the corporation GREECE. A portion of taxes goes to provide the services to run the corporation, but a portion goes to the executives and shareholders of the company GREECE as profit. A large part of the interest paid on loans is profit.
The European Union, therefore, is an amalgamation of companies that delivers profits to its shareholders.
Aristocrats of the Holy Roman Empire, i.e., the illegitimate Semitic Empire acquired a Royal Charter, which allowed them to create and run a corporation within the realm of the Holy Roman Empire, i,e. the illegitimate Semitic Empire.
The employees of the company, who are called citizens, elected the members of the parliament. The members of the parliament enact statutory legislation. The parliament is a corporation, so legislation is the rules of the company.
Members of parliament act as executors and fiduciaries to the sovereign and other beneficiaries and must swear an oath and abide by a constitution.
The constitution is always written by members on behalf of the Holy Roman Empire, i,e. the illegitimate Semitic Empire.
Constitutions are a Trust. The Trust involves the illegitimate Semitic ecclesia and the people. The Semites are claiming that they are the ecclesia, i.e., the free people of the politeia, and the non-Semites are their slaves.
A Trust is an arrangement whereby a trustee holds property as its nominal owner for the good of one or more beneficiaries. The illegitimate Semitic Holy claims that they are the beneficiaries of all property (see: Unam Sanctum).
The corporation also profits by selling natural resources. They do this by fooling the people into selling their Inherent Natural Rights in exchange for legal rights. After the people have sold their inherent natural rights, they then pay exorbitant prices for energy. Profits go to those who own the companies.
The employees (citizens) of the current European Union are not aware that their Inherent Natural Liberties have been sold.
Without knowing it, parents of a newly born child sell all the child's Inherent Natural Liberties to all the natural resources, i.e., oil, gold, silver, etc., to the corporation in exchange for legal rights and privileges. When a child is born, and a legal title is issued to a newly born baby by a birth registry. The child enters into a contract with the corporation. Legal Rights and privileges include the entitlements to welfare, for example, pensions, unemployment benefits, public schools, public health, etc. The infant joins the Welfare State as an employee of a corporation.
Governments must borrow money from the illegitimate Semitic Empire's central banking regime, at interest. The interest imposed on money lending is never created, and therefore always remains. The interest can never be repaid because it was never created in the first place, keeping the people in a state of perpetual enslavement, i.e., debt slaves.

The Anax is the chief priest and supreme governor of the Athenian/Roman (non-Semitic) politeia.
If it's the will of the people, the Anax of Athena/Rome will declare that he will dissolve the HELLENIC PARLIAMENT and all PARLIAMENTS and the Greek Constitution and all Constitutions along with other corporations operating within the sovereign territory of the Anax. The Anax will frame a new constitution.
A new Union will be incorporated.
The Anax of Athena/Rome will inform those over whom his authority is to be exercised in the form of a letters patent.
A Letters patent in the form of published written orders will be issued by the Anax granting an office, right, monopoly, title, the law of the land and status to a person or corporation, and for the granting of city status or a coat of arms.
There is one system of law courts and several jurisdictions operating in the Hellenic/Roman/Celtic (non-Semitic) politeia.
Jurisdiction 1. Is where full, free citizens (natural persons) work and function under the Inherent Natural Law.
Jurisdiction 2. Is where citizens with their consent, live, and work under Positive laws. Positive laws are subject to the natural laws of the Hellenic/Roman/Celtic (non-Semitic) politeia.
Jurisdiction 3. Ecclesiastical.

Natural Law (jus naturale) denotes a system of rules and principles for the guidance of human conduct which, independently of enacted law or of the systems peculiar to any one people, might be discovered by the rationale intelligence of man, and world be found to grow out of and conform to his nature, meaning by that word his whole mental, moral, and physical constitution.
Positive laws (Latin: ius positum) are human-made laws that oblige or specify an action. It also describes the establishment of specific rights for an individual or group. Etymologically, the name derives from the verb to posit.
The concept of positive law is distinct from "natural law", which comprises inherent rights, conferred not by act of legislation but by "God, nature or reason. Justice and the Rule of Law rule absolutely in the Athenian/Roman (non-Semitic) politeia.
Judges and magistrates will be elected by lot and held accountable by the Apella/ecclesia.
All cases involving members of the Gerousia and Apella/ecclesia will be heard in the Areios Pagos.
Cases involving statutory legislation (positive laws) will be tried in positive law courts, while cases for homicide will be tried in the Areios Pagos.
The Areios Pagos is the highest court in the Athenian/Roman Politeia.
A system of courts in the kingdom of Athena/Rome, held by authority of the Absolute Sovereign (Kopsidas), and having jurisdiction over matters pertaining to the religion and ritual of the Ekklesia/Apella, and the rights, duties, and discipline of ecclesiastical persons as such.

A member of the Apella and Gerousia and a citizen is the "defender of the Sovereign Politeia of Athena/Rome."
A member of the Apella and Gerousia lives and works in a natural law jurisdiction.
Not all inhabitants of the Sovereign Politeia of Athena/Rome can partake in the Apella of Gerousia. The only people eligible to participate in the Apella and Gerousia are non-Semites who can trace their ancestry back to one of the ancient tribes listed above.
Semites can never partake in the agoge nor hold a sovereign divine post irrespective of how long they have domiciled in Europe/Athena/Rome.
We honor justice and the decent acts of all citizens.
Members of the Apella and Gerousia will have to undertake the education process known as the agoge. Members of the Apella can become magistrates, ambassadors, and governors, as well as soldiers.
A free-born who completes the agoge will become a "peer" with full civil liberties at the age of 20.
All citizens, including the Anax and Gerousia, must take an oath binding them to observe the laws of the land.
Citizens of the New Union are described as Citizens of Athena/Rome.
Citizens of Athena/Rome will be expected to observe positive laws and will have the liberty to own their property and maintain their share in the natural resources.
Citizens of Athena/Rome will be able to take out interest-free loans.
The new Union of Athena/Rome will be debt-free, so Citizens of Athena/Rome will not be required to pay back the debt. Citizens of the Union of Athena/Rome will be debt-free.
However, the Citizens of Athena/Rome are not eligible to vote in the Apella or Gerousia or occupy a sovereign divine post.
A Citizen of Athena/Rome does not constitute membership into the Apella or Gerousia. There is a "Wall of Separation Between the Apella, Gerousia, and a Citizen of Athena/Rome.
Citizens of Athena/Rome are an autonomous group and govern with an eye to the common interest.
Under the law of the land, Citizens of Athena/Rome are subject to the suzerainty of the Sovereign Politeia of Athena/Rome.
Titles held by the Citizens of Athena/Rome will begin with Mr. Mrs. or Miss, followed by a given name and surname. Titles will be granted in the form of a birth certificate by the births registry. The birth registry will grant legal Athenian/Roman citizenship.
When a child is born in the Kingdom of Athena/Rome, the hospital, medical facility, or midwife gives parents a Birth Registration Statement. Parents then use the Birth Registration Statement to register their child's birth and apply for a birth certificate. The child's name is then enrolled in the register.
A standard birth certificate is proof of legal identity. It is the first step in establishing identity and is often required for official purposes such as claiming government benefits and enrolling a child in childcare and school.
Citizens of Athena/Rome are required to serve in the armed forces but cannot serve in the agoge.
Citizens of Athena/Rome in the role of civil servants shall be the executors of the will of the full, free citizens. They shall serve the legal citizens, owing allegiance to the Law of the Land and devotion to the Politeia. The Law of the Land shall specify the qualifications and the manner of their appointment.
The government, under the law, predates democracy. The politeia will have a mixed Imperial Governmental. It will be composed of elements of monarchical, oligarchical, and democratic systems.
The absolute sovereign of Athena-Rome is the hereditary Anax.
The Anax receives greater honour by seniority of the family for being the "oldest extant."
The duties of the Anax are primarily religious, judicial, and militaristic.
There will be three deliberative assemblies operating in the Sovereign Politeia. The Anax forms the fourth component of the legislature.
The Apella (Ἀπέλλα), corresponds to the ecclesia.
The ecclesia (free citizens) was the first assembly of the democracy of ancient Athens.
The word Apella (ἀπέλλα), originally meant wall.
The Apella is the popular deliberative assembly, open to all male and female full, free citizens with two years of military service. Full, free citizens can participate in the Apella, regardless of class. The assembly will be responsible for electing officials. It will handle nominating and electing judges, magistrates. Along with the Gerousia, it will have the final say on legislation and the right to call magistrates to account after their year of office.
The Apella will meet at the beginning of every month during the full moon. The Gerousia, the popular council, will set the agenda for the Apella.
The meeting place for the Apella will be in the building known as the Skias. The Skias building is to be constructed in the new Sovereign Politeia of Athena/Rome, Omonia Square, Athens.
Members of the Apella cannot serve in the new parliament or vote in parliament elections (just as the Anax does not vote); however, they are permitted to sit in the chamber of the parliament during debates.
The Apella, along with the Gerousia, has the power to delay or reject legislation proposed by the parliament.
Members of the Apella are elected by the Gerousia and not from the population at large.
The Gerousia is a council of elders and is made up 60-year-old or over.
Each member state will contribute to one member.
The Gerousia will consist of 28 members and one Anax.
Members of the Gerousia will be chosen by lot by the Apella and will serve for life.
Councilors of the Gerousia will swear an oath "to advise according to the laws of the land." They will advise on what is best for all the people.
The meeting place for the Gerousia will be in the Gerousia building, to be constructed in the Sovereign Politeia of Athena, Omonia Square, Athena.
A new Parliament building will be built.
The parliament will be an institution of the Union of Athena/Rome that is directly elected by the citizens aged 20 or older. Together with the Apella and Gerousia exercises the legislative function. The parliament will be composed of 840 members.
It will be a democratically elected chamber with elections held at least every four years. The new parliament will meet in the newly constructed Parliament building situated in Omonia Square Athena.
A constitution will govern the new parliament and is a secular member of the Apella.
A contract exists between the Anax and the community of the realm.
There will be only one parliament. The members of the current European Union will permanently dissolve their parliaments.
The Anax cannot tax citizens without their consent, with the implication that consent can only be legitimately given by a body properly summoned for the purpose, in other words, a parliament.
The agoge is the rigorous education and training regimen mandated for all male and female full, free citizens, except for the firstborn son in the ruling house of Kopsidas.
The training will involve learning stealth, cultivating loyalty to the group, military training (e.g., pain tolerance), hunting, dancing, singing, and social (communicating) preparation.
The system aims to produce physically and morally strong males and females to serve in the agoge.
Aristotle, one of the fathers of Western thought, wrote in his 350 B.C. work, Politics, in Book One, Part X, that usury is the lending of money at interest:
Today, usury has been taken to mean the lending of money at some arbitrary “exorbitant” rate of interest. Traditionally, however, it has been viewed as the lending of money at any interest rate.
Usury will be outlawed in the Union.
Omonia Square will be the location for the new treasury building.
Money is not a measure of value in our economy. Money is a vehicle that is used as a system of credit, which is necessary to organize certain kinds of projects that are beneficial to society as a whole. That is the real meaning of money in our economy. The monetary system is a convenient way of organizing exchanges. We won't have a money economy but rather a physical economy. Money is necessary for the economy, but it's not the purpose of the economy. Money is a means of organizing the efforts of an economy. The value of what is produced is the real value, not in monetary value but rather a tangible value. The physical economy is the real economy.
The primary objective of the Royal Treasury is to record and control the quantity of money in the economy. The monetary policy of the Royal Treasury is to maintain price stability and ensure economic growth. The Royal Treasury does not borrow money or credit; it creates it via the Royal Mint.
Once Treasury has agreed to extend new money and credit into the economy, new money is monetized by the Athenian World bank and recorded by Treasury and allocated to state banks throughout the Country. The physical money is minted at the Royal Mint. The public credit is then loaned out to the population for productive investment. Thus the real banking proper functions are preserved, and only corruption and the gambling banking system are shut down.
The Royal Treasury will function as a sovereign institution within the politeia and will issue Public Money consisting of coins, banknotes, and electronic money and credit. Coins and notes will be made from a mixture of materials and will be called Euros. Sovereign money and credit are meant to encourage self-sufficiency for all citizens. The currency will be created at the Royal Mint and controlled by the Royal Treasury subject to the Law of the Land. Borrowing at interest from foreign financial institutions will be outlawed and punishable by death.
The money supply will be encrypted with nanotechnology to prevent counterfeiting. Money encryption will enable the Treasury to control the money supply, which will control inflation, deflation, or stagflation.
The money supply will increase or decrease dependent on population growth and productivity.
Governors of the Royal Treasury will be elected by lot by the Gerousia and will be held accountable by the Apella.
A tax system will be used to control the quantity of money in the financial system. The tax system will help protect against inflation in the event of an oversupply of liquidity.
All Citizens are the beneficiaries of all the tax receipts.
The Royal Treasury will collect tax revenues and use tax revenues to loan out to all citizens (without interest), for the productive investment of the economy.
Tariffs on some imported goods will be levied to protect manufacturers, crop growers, and farmers.
The Banknote Printing Works or Royal Mint is to print banknotes (encrypted paper bills) for the Treasury.
The Royal Mint will be equipped with state-of-the-art machinery for the manufacturing of coin dies and the striking of legal tender coins, commemorative and collectors' coins, medals, etc.
The Banknote Printing Works or Royal Mint building will be constructed in the new Sovereign Politeia of Saturnia, Omonia Square, Athens.
Once the treasury has agreed to extend the amount of new money and credit into the economy, the treasury records and allocates the new money and credit to the central bank, the Athenian World bank. The public credit through loans finds it's way to the population for productive investment via state banks.
The Parliament will borrow money on the credit of the Sovereign Politeia from the Athenian World bank, at "no interest." Strict conditions will be imposed on the lending of money and credit from the treasury.
The practice of lending money i.e., usury is a convenient form of exchange, and not to increase at interest. Interest i.e., money born from money will be outlawed.

Severe cases of corruption will incur the punishment of execution. Lesser crimes will bear the sentence of life incarceration.
